Newly Awakened vs Guardian/Ruler newly message

The message the Guardians and Rulers get is not agreeing with the results of evoking the Newly Awakened art. Some examples from logs.

23:47:38: A newly awakened dreamer, RavenXR, has entered this plane in Library Main Room
23:48:08: You begin evoking Newly Awakened
23:48:09: There are no newly awakened currently dreaming.

23:27:15: A newly awakened dreamer, Cilia, has entered this plane in Library Main Room
23:29:55: A newly awakened dreamer, Madeline, has entered this plane in Library Main Room
23:30:02: You sense the following newly awakened dreamers:
23:30:04: Cilia, currently in Library of Dreams

Kelos has additional logs from this if he wants to post them. My Gatekeeper, Onyx Nightstorm, was getting the same result. This all occurred in the Library of Dreams. This also occurred when Bear Crusher and Samarina entered the Library.
