This is a level glitch, in most cases caused by trying to "climb" in certain areas where climbing is not possible.
There are a few places where this can occur without attempting to climb, and we attempt to squash those when we can. Can you provide video of how you got into this glitch?

Unfortunately won't be able to track it down from this.
My guess is that you crossed a sector in exactly the wrong spot, at the wrong angle. This can occur in a few areas of the game and cause that graphical glitch. It is extremely rare, and difficult to reproduce. If you can reliably reproduce it (or if I manage to) then I ought to be able to squash it. Will update if I do so.
