Opening a Guild

What exactly are the requirements for opening a guild now?
I have been searching through forums and most I come up with is from the most recent post on house mechanics
3) Guilds will have collectors that require similar, but less intensive maintenance. In addition, guilds are less secure than strongholds and can be assaulted with a reasonable chance of success.
Could we get a recap on what the exact requirements are now in case I have missed them?

Thanks! I knew I had seen one but couldn't find it.

Were changes made to these requirements when changes were made to houses/primes etc?
